Help on ordering

Problem: Browse mode is on when focus is on an anchor. So one can arrow through the content. NVDA with FF does not read legend if one tabs to a checkbox inside a fieldset from an anchor. But it reads it if one tabs to a checkbox in a fieldset from an input control outside the fieldset when browse mode is off i.e. forms mode is on. State of checkbox can be toggled with space key so browse mode does not have to be turned off. But if NVDA reads legend only when browse mode is on, then that is a weakness.
